Reorganisation and ‘finding’ their feet did make for a weak party in short term pre 1929. But made for a strong party post 1929.
Early Years 1919-1925
Founded 1919 as German workers party. 1920 became NSDAP and made 25 point programme. July 1921 Hitler became leader of SA. Munich Putsch 1923. May 1924 elections. December 1924 elections. Overall had some strengths but on whole weak and unprepared.

Strengths: Can be consdiered quite strong programme but quite unrealistic in its aims of getting rid of ToV and Jews etc.
July 1921 Hitler Became Leader of SA
Strengths: Were violent force which could be used for power.
Weaknesses: Did make them look weak to degree if they had to resort to violence.
Munich Putsch 1923
Strengths: Were prepared to try and challenge
Weaknesses: Very weak. Hitler imprisoned (couldn’t do much). Further reduced support.
May 1924 Elections
Strengths: Won 6.5% of votes (good amount)
December 1924 Elections
Weaknesses: Reduced to 3%
Years 1925-1929
Underwent reorganisation. February 1926: Idea of fuhrerprinzip. May 1926: Pushed idea of legality. Hitler youth founded. But elections very poor: 1928 only 2.6% of vote.

Weak, new, reorganising. Growing and would be strong eventually. Accurate to say weak during this period.
