programme for building ‘new towns’
- government power to designate areas of land for development (development corporation set up per town)
- first ‘new town’ was Stevenage
public health acts
councils required to monitor the state of accommodation in their area
- should intervene if unfit for human habitation
- eg Awaab Ishak who died because of unfit housing at 2 years old
homelessness
council have a statutory duty to house the ‘unintentionally homeless’ and those threatened with homelessness within 28 days
- housing act 1996 allowed councils to consider available accommodation anywhere in the UK not just in their area
- priorities: pregnant women, those with dependable children, natural disasters, vulnerable people
- 6631 people sleeping rough in sept 2022 (not a true scale of hidden homelessness)
