- Legislative
- Lords can amend but not reject
- Major power is delay
- Majority of gov legislation begins in commons - Deliberative Debating
- House of Lords has a great deal of expertise
- Standard debate is very high
- Party discipline is less rigid than in commons
- Not bound by demands of the constituent - Constitutional
- Ministers sit in lords & house enabling gov to bring new ministers without them being MPs
- Lords ensure gov does not abuse powers by whipping MPs to pass legislation
= unconstitutional
= doesn’t have support of the people
