What are fire attack group?

A

A

Any building measuring 75’ or more from ground floor access to the floor of the highest floor intended for occupancy. It is recognized that the utilization of high-rise procedures in buildings not meeting this definition may be beneficial.

What is a high-rise response?

A

A high-rise response shall consist of four engine companies, one truck company, one ambulance and one chief officer.

What does the frist arriving engine do?

A
  1. Give initial radio size-up and condition report;
  2. Obtain building keys;
  3. Visually assess building alarm panel;
  4. Rendezvous with first arriving truck company;
  5. Both companies make ascent into building via appropriate stairwell. Elevators shall not be utilized for initial ascent!
  6. Assess several floors below reported fire floor to determine the suitability of the staging floor;
  7. Locate and identify the emergency and determine its scope;
  8. The engine officer shall assume “Fire Attack Group” and report to the Incident Commander or Operations if established, or the Division Supervisor when established.

What does the second arriving engine do?

A

The second arriving engine company shall be responsible for initial water supply and lobby control. The Apparatus Operator shall remain with the engine and supply the building’s standpipe and sprinkler connections. The officer and firefighter shall establish lobby control. Lobby control responsibilities include:

  1. Obtain building keys;
  2. Recall elevators;
  3. Assess stairwells and determine appropriate stairwells for ingress and egress;
  4. Pressurize stairwells;
  5. Secure HVAC (or utilize appropriately);
  6. Monitor fire control room or station;
  7. Contact building engineer;
  8. Facilitate the priority movement of personnel and equipment from base to staging;
  9. Documentation of each company or single resource moving through lobby;
  10. Manage passports of resources assigned to staging.

What does the first truck company do?

A

The first arriving truck company will join with and report to the Fire Attack Group. The Truck Company shall initially be equipped with forcible entry tools, pike poles and hose bundle. The truck company may be utilized to assist with suppression at the discretion of the Fire Attack Group Supervisor.

What does the thrid engine do?

A

The third arriving engine company shall establish staging. Unless previously determined as unsuitable, staging shall be established two floors below the lowest fire floor. The staging manager shall:
1. Verify the staging location with the Incident Commander;
2. Plan the layout of the staging area;
3. Manage all staging activities
a) Control of reserve and rehab personnel
b) Maintain separate stockpiles of reserve and expended equipment
c) Maintain complete, accurate record of resource status to assure accountability;
4. Documentation of each company assigned to staging, rehab or suppression activities.

A

The fourth arriving engine company may be utilized at the discretion of the Incident Commander. Considerations for assignment include RIC or standby in stairwell to relieve initial attack crews.

  1. Establishing a Medical Group
  2. EMS needs of the incident
  3. Preparation to implement Alameda County’s Multi-Casualty Incident Plan
  4. Fire Suppression needs of the incident
  5. Any directions given by the Incident Commander

What should fire attack bring with them to the fire floor?

A

A. Fire Attack Group- The first arriving engine and first arriving truck company shall form the fire attack group.
1. Responsibilities
a) Give radio size-up and condition report
b) Obtain building keys
c) Assess alarm panel
d) Determine safe means of ascent via stairwell. DO NOT USE ELEVATORS!
e) Assess condition of floors three floors below reported fire floor during ascent
f) For smoke or fire conditions
g) For suitability of staging floor
h) Take appropriate equipment into building
(1) Full Personal Protective Equipment (PPE)
(2) SCBA
(3) Radio
(4) Hose packs (minimum of one per company)
(5) Axe belts and forcible entry tools
(6) Flashlights
(7) Spare air bottles
(8) Pike poles
Once the fire attack group is operating on a specific floor, the fire attack group supervisor may assume “Division Supervisor” for that floor, i.e. Division 10.

What are the Lobby Control responsibilities?

A

Manage Lobby Control activities

(1) Recall elevators
(2) Stairwell access
(3) Contact building engineer
(4) Secure air handling system (HVAC)
(5) Monitor fire control room or station
(6) Priority movement of personnel and equipment from BASE to staging
(7) Initial pressurization of stairwells
b) Inform the Incident Commander of the number of floors within the building and whether elevators have been recalled.
c) Manage BASE until another officer assumes that responsibility.
d) Reports to the Logistics Section Chief or the Incident Commander if Logistics not assigned.
e) Verify that water supply is established to standpipe and sprinkler connections.

What are the tactics?

A

(2) Exiting the building- insure both civilian and fire department traffic exit via a safe corridor and moves directly away from the building a minimum of 200 feet. Use police department personnel to control civilians evacuated from building.
(a) Designate a stairwell for fire department use
b) Obtain fire alarm information from annunciator panel or fire control room. Access the lock box for building keys.
c) In the event of actual fire, shut down Heating Ventilation and Air Conditioning (HVAC) system. Consult with building engineer, if available.
d) Establish areas of stockpiling equipment proximate to their anticipated route of ascent. Use en-route companies to staging to assist in the movement of priority equipment.
b) Consult with the IC or Operations to determine resource levels to be maintained in staging.
c) The Operations Section Chief should specify minimum resource levels to be maintained in staging (e.g. three engine companies, one truck company). Additionally, the following equipment stockpiles should be considered:
(1) Air bottles
(2) SCBA
(3) Hose packs with fittings
(4) Forcible entry tools
(5) Pike poles ladders
(6) Medical supplies
