What is CDM?
- Construction (Design & Management) regulations 2007 (replaced CDM 1994 and Construction Health, Safety and Welfare regulations 1996).
- CDM coordinator role created to lead this process.
- Introduced to ensure clients, designers, contractors and others consider the health and safety of those constructing, maintaining and demolishing the works within their role.
What type of projects do CDM regulations apply to?

What are the Client’s duties under CDM?
- Check competence and resources of all appointees.
- Ensure there are suitable management arrangements for the project.
- Allow sufficient time and resources for all stages.
- Provide pre-construction information to designers and contractors.
- Appoint Principal Designer and Principal Contractor.
- Make sure that the construction phase does not start unless there are suitable:
o welfare facilities and
o construction phase plan in place. - Provide H&S file information to the CDM Coordinator.
- Retain and provide access to the H&S file.
What are the Design Team’s duties under CDM regulations?
- Ensure a CDMC & Principal Contractor has been appointed.
- Check the client is aware of their duties under CDM Regulations.
- Provide required information to the CDMC e.g. for the H&S file.
- Ensure that welfare facilities are in place before construction works start.
How does the Client evaluate the competency of the Consultants?
- Past experience.
- Pre-qualification questionnaires
What is an F10?
- Document submitted by the CDMC to the HSE to notify them of a Construction project; it must be displayed on the site notice board.
