What is the RICS surveying safely guidance note?

  1. No longer a ‘Guidance Note’. It is now a ‘Professional Standard’.
  2. Provides guidance on personal safety at work.
  3. The document covers:

a. General Statement – Employers/Employees have a duty of care.
b. Safety of employees – actions that must betaken from employers. Special action towards young staff and trainees.
c. Workplace – fire and first aid provisions.
d. Hazards and risk assessment requirements.
e. Visiting sites – PPE, lone working, access provisions etc.
f. During site visits – key hazard assessments i.e. asbestos, roofs etc.
g. Safety of you and others – everyone takes responsibility for their actions.
h. Legal duties – criminal liability and CDM guidance.

What is the Construction (Design and Management) Regulations 2015?

A
  1. Intended to ensure H&S issues are properly considered during a projects development to reduce the risk of harm to those building, using and maintaining the structure.
  2. Applies to all building and construction work.
  3. Summary of duties for each parties are as follows:

a. Principal Designer
i. Plan, manage, monitor and co-ordinate H&S (pre-construction).
ii. Identify, eliminate or control foreseeable risks.
iii. Ensure client and designers are aware of their duties and advise the client to bring a PCI together.
iv. Provide relevant information to other duty holders.
v. Liaise with PC in the planning management, monitoring, and co-ordination of the construction phase.

b. Client
i. Appoint competent duty holders.
ii. Allow sufficient time and resources.
iii. Prepare and prepare relevant info to duty holders.
iv. Ensure PD and contractor carry out their duties.
v. Ensure welfare facilities.

What are the key points of the CDM Regulations 2015?

A
  1. More focus on clients to put in place arrangements to ensure H&S.
  2. Clients can no longer assign their legal responsibilities to agents.
  3. Must be a declaration of how long contractors will be given to plan and prepare for the construction work.
  4. Clients are deemed to assume the role of the PC for any period during which other appointments aren’t made.

Was there asbestos present? If so, how was this dealt with?

A

No asbestos present. However, if it was to be found, work should stop to that location and be excluded from any workers. Notify the employer and check the asbestos survey or asbestos risk register. Arrange for a sample and licensed contractor to remove from site.

A

Yes – came around following the Grenfell Tower fire in London which made the government step in and change legislation for high rise buildings.
