A

F10 is the code given to the form you need to use to notify the HSE about a construction project. Notifying the HSE about construction work is a legal requirement, but not all construction projects need to be notified, only those that meet the notification thresholds.

Can you tell me more about the Hackitt review and its recommendations?

A

Report commissioned by UK Gov in the wake of the Grenfell Tower fire 2017. Hackitt is the former chair of H&S executive.

The review identified key issue and recommendations to improve the safety of high rise buildings, particularly those privately owned and managed. The recommendations included:

  • Creation of new regulator to oversee the C&M of high rise buildings
  • Strengthening the roles and responsibilities of key players such as architects, construction but also residents
  • Introducing a new system of mandatory reporting of fire safety and structural defects
  • clear responsibilities for on-going life safety management for buildings

What are the Fire Safety regulations for non-domestic properties?

A

Regulated by the Fire Safety Order 2005; Under this order, all non-domestic properties as well as tenanted domestic properties are required to undertake a Risk Assessment by a “Responsible Person”;

The findings of any risk assessment must be recorded in writing where more than 5 people are employed;

Tell me about the Fire Safety 2021?

A

The Fire Safety Act 2021 was introduced following the Hackitt Review and reforms the Regulatory Reform (Fire Safety) Order 2005 as it relates to multi-occupied buildings.
The Act clarifies all responsibilities of buildings owners and managers (duty holder) for external walls and structure of the buildings, including fire doors and windows.

What is a EWS1 form? is mandatory and how long does it last?

A

It’s a risk assessment form used to evaluate the fire safety of external wall systems in high-rise resi buildings. It was developed in light of Grenfell Tower cladding issues.

From Nov 2020, a EWS1 form would be mandatory for any building over 18m high or six-storey high containing flats (not hotels).

EWS1 forms are valid for 5 years and enable a “qualified professional” to confirm whether an external wall system is compliant with current regs.

In your working licences, who has responsibility for H&S?

A

It depends on the ToW, but generally, the primary responsibility for H&S rest with the employer(so my client) or the person in control of the workplace.

  • If the client has appointed the contractor, they are likely to have overall responsibility for ensuring H&S is in place throughout the duration of the work. However, the contractor has also a duty of care to ensure the safety of their own workers and ensure they carry out a Risk Assessment

If a project involves more than one contractor, what legislation applies and what is required to do?

A

Under the Construction Design and Management Regulations 2015 (CDM), the client/controller is responsible to appoint a Principal Designer and Principal Contractor which have specific duties to ensure the H&S of all workers.

If you are required to inspect a property that was built prior to 2000s, what are you required to do?

A

I am required to make reasonable enquiries of the person in control for obtaining documents relating to Asbestos and any procedure in place to contain these.

If you are required to inspect a property that was built prior to 2000s, but the client can’t give you any information?

A

If no information is available, the member should proceed taking appropriate care based on their asbestos awareness training an knowledge of likely asbestos locations

If during an inspection you notice the presence of asbestos?

A

If I think that presence of asbestos constitutes a serious and immediate risk to health, I am required to inform the person in control of the premises asap and advise them on the emergency measures required and who to contact.
