What is CDM 2015?

A

Construction Design and Management Regulations
It’s a set of regulations designed to manage the health, safety, and welfare of construction projects.

The CDM regulations apply to all construction projects in Great Britain, as a way to ensure that all work is conducted safely and effectively. Regardless of the size, duration, or type of the project, the CDM applies and should be followed.

CSCS / CITB what is this?

A

CSCS - Construction skills certification scheme
CITB - Construction Industry Training Board
CSCS cards provide proof that individuals working on construction sites have the appropriate training and qualifications for the job they do on site.

Holding a CSCS card is not a legislative requirement. It is entirely up to the principal contractor or client whether workers are required to hold a card before they are allowed on site, however most large contractors do require this card.

  • A Risk Assessment is a systematic examination of tasks, examining the likeliness they will occur, and the impact they will have - good to summarise with a RAG status.

When must the HSE be notified regarding asbestos?

A

If the type of asbestos you are seeking to have removed meets certain conditions, for example, sprayed coatings or loose fill insulation, then it will need notifying by your licensed contractor to the HSE. This is ostensibly so that HSE can make sure that Amiante’s Plan of Work is both suitable and sufficient. The notification period is 14 days and you must factor this time period into your planning.

What does a R&D survey do? (Refurbishment and Demolition)

A

Refurbishment and Demolition Survey
Often referred to as asbestos refurbishment and demolition surveys. They need to be carried out by a suitably qualified asbestos professional, but you don’t necessarily need to have a previous record of the condition of any asbestos-containing materials (ACMs) at the premises.
Aims are;
- Protecting those working at the location or its equipment from harm from ACMs
- Ensuring that work on the site will be done properly without disturbing asbestos particles if present

What is a Health and Safety Executive?

A

The Health and Safety Executive (HSE) is Britain’s national regulator for workplace health and safety. It prevents work-related death, injury and ill health.

HSE is an executive non-departmental public body, sponsored by the Department for Work and Pensions.

A

Carry out a risk assessment. Ensure any H&S duties are complied with and PPE is worn.

A

Challenged immediately and prevented from continuing. Unsafe practices should not be allowed to continue as they risk the safety and wellbeing of all involved.

What is the Health and Safety File?

A

It is collated by the principal designer, however if the PD’s tenure finishes before the end of the project, the responsibility passes to the principal contractor.
This file is then passed to the client.

What should be included in the Health and Safety file?

A
  • Information on the work being carried out.
  • Hazards that have not been eliminated through the design and construction phases and how they have been addressed.
    Background information on the asset’s structure and form and any limitations – e.g., safe working loads for floors and roofs, the location of utility services, etc.
  • Any hazardous materials used (e.g., paints, special coatings, etc.) that will prove useful when maintaining or removing these substances or working in affected areas.
  • Information, including as-built drawings, including safe means of access to service areas.
