Alma Ata Declaration
have a responsibility for the health of their people which can be fulfilled only by the provision of adequate health and social measures.
Government
recommends ensuring more equitable access by the poor to health care, education, jobs, capital, and secure land rights, among others.
Equity and Development
It also calls for greater equality of access to political freedoms and political power, breaking down stereotyping and discrimination, and improving access by the poor to justice systems and infrastructure.

Even when the economy is poor, major health achievements can be achieved by using resources in a socially productive way.

A well-functioning health information system is one that ensures the
