A

Default for ‘unknown chemical’ and ‘persons reported’ HAZMAT incidents

Hazard is limited

Decon by Dam and brush and/or safe undress Facilitated by FRU

Incidents and fires involving fireworks and explosives

Small scale/domestic level
• Gas leaks
• Refrigerant leaks (eg from domestic fridges)
• Incidents involving domestic cleaning products

A
  • Large HAZMAT incident
  • Additional resources are required either to deal with the incident or to perform decon using Hughes shower.
  • These attendances provide sufficient resources to deal with most HAZMAT incidents and all forms of firefighter decontamination, but not mass decontamination.

A

Level 2 attendance plus:

  • 1 PL WM
  • 1 P
  • 1 FRU (Hazmat) for DIM support
  • 1 GM (monitoring: Station Manager from level 2 to take charge)
  • 1 SSU (request only)
  • Hazmat/CBRN RRT (specific incident types/request)
  • IRU for Hughes Shower (request only)

When HAZMAT involved in fire or incidents on water, will full HAZMAT attendance automatically be sent?

A

NO - as there are operational limitations to the protective equipment used at HAZMAT incidents. A HMEPO will be mobilised to all fires and water borne incidents believed to involve HAZMATS to advise the IC of any additional resources required to ensure SSOW

For message purposes just send ‘HAZMAT believed/confirmed involved’

Define Level 4 HAZMAT

A
  • Incidents attracting special mobilising criteria (not necessarily large attendances)
  • providing support for partner agencies (via the duty ILO)
  • HAZMAT incidents generating MI procedure
  • Mobilisation of HAZMAT resources to a mass decon event (beyond the PDA for mass decon)
  • confirmed CBRN(E) incidents

Note: A Level 4 HAZMAT will normally be declared by Brigade Control in consultation with the duty ILO and/or a HMEPO.

What is an APP code?

A

Additional Personal Protection Code:
• enhanced levels of protection needed for certain HAZMATs
• used within the ‘Carriage of Dangerous Goods’ regulations and the ‘Emergency Action Code’ list as published by the National Chemical and Emergency Centre (NCEC).
• when CHEMDATA is accessed, ascertain if an APP code exists for the material, and if so, abide by it unless advised otherwise by the HMEPO or SA.
