All uniformed members of the dept are trained at a minimum to what level for hazmat ?
Operations level
The exclusion zone
- Containers or hot
- Innermost area of the scene
- All personnel entering exclusion zone must wear appropriate PPE
- Access control point must be established at the periphery of exclusion zone to control the flow of personnel between the exclusion zone and CRZ
Hotline the boundary of the exclusion zone should be established initial based on
1 type of material released
2. And initial instrument readings
Hotline should be a safe distance from potential exposure
Hotline may be readjusted based on initial observations and or measurements
Exclusion Zone is marked by _____ barrier tape
RED
People equipment and apparatus leaving exclusion zone should be considers contaminated and must be Decon before leaving scene
The safe refuge area is located where?
Contamination reduction zone for people removed from the hazard area before Decon
The level of protection required in each zone will be determined by
IC BASED on incident size up and monitoring data provided by the officer in charge of HAZ- MAT resources
Level A CHEMICAL protective clothing is
The highest level of skin and respiratory protection available on the responder . This consists of positive pressure SCBA inside vapor-tight chemical clothing
Level B protective clothing
Highest level of respiratory protection but lower level of skin protection than level A. This consists of positive pressure SCBA and chemical ensemble that provides splash protection. Level A AND LEvel B PROTECTIVE equipment is available for use by members specifically trained in its use
LEVEL C
- Minimal skin and respiratory protection
Types of air contaminants have been ID
Concentrations measured
Atmosphere is not O2 deficient
Filter cartridges provided are designed for the known contaminants
APRS and PAPRS are level C
LEVEL D
This level of protection provides minimal protection and is used to guard against nuisance contamination only
Structural FF
Not classified as chemical protective clothing
APR (Air- purifying respirator) is considered in the level c protective clothing. They can only be used when
1 when authorized by IC
- The air contaminant has been ID
- The O2 level is between 19.5 and 23.5 percent
- The concentration of material has been measured
- The filter cartridge is specific for the contaminants
- Air monitoring is on-going
SOC SUPPORT ladders primary responsibilities at a hazardous material release are ?
- Conduct air monitoring to ID safe zones if not already in progress
- Assist with rescue of victims if HMTU or HMC1 is on scene and conducting air monitoring
- Conduct contamination monitoring of victims after gross Decon to determine if technical Decon is needed
- Conduct contamination monitoring of victims after technical Decon to determine effectiveness
- Assist in member and civilian Decon ops as directed
What is the primary function of CPC ladder companies
The primary objective of CPC ladder companies is to perform rescue ops of non-ambulatory victims in contaminated area Or exclusion zone
Only operate in exclusion zone when technician companies are monitoring environment
Only PPE no monitoring devices
Guidelines for transmitting 10-80 no code
Incident controlled by on scene units and requires no additional resources
HM batt or hmc1 can be contacted via dispatcher . 800 MHz or cell phone for technical information
HM battalion or hmc1 may be requested to respond if necessary
Guidelines are:
1. Release is small ( not necessary the material)
2. The material and it’s hazard ID
3. FFs PPE provides adequate protection against hazards
4. Special equipment and specialized training are not needed
10-80 Code 1
An incident that requires additional resources not carried by regular field units to mitigate a spill or release that requires specialized training , knowledge equipment or PPE . Transmission of 10-80 code1 does not involve contamination of civilians or responders
Fast unit assigned on all 10-80 codes
No everything but 10-80 no code
10-80 Code 2
An incident that involves a spill or release with 4 or less contaminated civilians or responders and requires HAZ-MAT resources for possible rescue , mitigation and Decon
10-80 code 3
A mass Decon incident where 5 or more civilians or responders are contaminated and additional department resources are needed above code 2
10-80 code 4
Mass Decon response requiring Mass Decon Task Force to Decon a large number of victims as quickly ass possible
MDTF for every additional 250 ppl
MASS DECON TASK FORCES INCLUDES
One batt chief 2 SSL OR HMTU to monitor 2 eng companies 1 TL CPC - HAZ tech ambulance
Two ways to protect public from effects of hazardous release in environment are
Evacuation- involved moving threatened persons to shelter in another area
Shelter in place : involves giving instructions to people to remain where they are until sand fee passes
Evacuation of people is best considered when:
- There is no immediate danger of fire or explosion
- The potential for discharge is great it has not taken place an there is time to relocate people
- The discharge has taken place but people are sufficiently protected to permit time for evacuation
- People not yet in the path of a release will be threatened by changing conditions
The decision to shelter in place is appropriate when
The hazardous material will not affect the structure and it’s occupants
Or the hazard will pass a structure with little infiltration
The causality collection point is established where
In the support zone for medical branch personnel to triage and treat decontaminated victims
The initial staging area if possible
Upwind and uphill
Command post should be located
Upwind and uphill
IC notify all units on scene and goose responding of its location
Should be transmitted via dispatcher for other agencies
If during responding to a call it becomes evident that the incident is a hazardous material response than standard operating procedures must be adjusted .. The top priority now becomes
Attempt to ID the material and it’s hazard becomes top priority
Rescue companies at haz mat incidents
Tech 2
Cpc
All monitoring devices
No mitigation equipment
Members of rescue can be used for assessment not search and rescue and can assist in entry metering and mitigation
Shelter in place is the preferred alternative when
Per planning has id options for problems area such as hospitals jails nursing homes and public assemblies
Evacuation cannot be properly managed with manpower , resources and facilities presently available
The hazardous material displays the following characteristics :
1. Low to moderate toxicity
2. Totally released and dissipated
3. Small quantity solid or liquid leak
4. A migrating vapor of low toxicity and quantity and people safer indoors than outdoors
5. Release can be rapidly controlled
Rescue Risk VS benefit
If initial units determine there is a known life hazard prior to arrival of hazmat resources with CPC a risk analysis should be performed to determine weather they should perform a rescue
Initial rescue should concentrate on removing able bodied (ambulatory ) victims persons fro immediate danger . Involvement In complicated rescues should be carefully evaluated
When probability is high that victim is not viable rescue or recovery should not be attempted if it will place rescuer at unnecessary risk
Simple Triage and Rapid TREATMENT (START) is performed by responders to quickly evaluate patients respirations circulation and central nervous system status and triage them quickly and efficiently .. A black tag means ?
Deceased : patient have no ventilations present after one attempt is made to reposition the airway
When using START Red tag means ?
Immediate : patients have ventilations present after repositioning the airway . Have a respiratory rate greater than 30 breaths per min . Have an absent radial pulse or unable to follow simple command
If using START a person who is yellow tagged is
DELAYED ... Patients have : Respiratory less than 30 breaths per min Radial pulse present Able to follow simple commands Patient has injury that does not got into either the immediate or minor categories
Using START A GREEN TAG IS
Minor
Walking wounded

ESTABLISH INITIAL WATER SUPPLY
stretch line but do not place into operation until, ordered by IC pending the outcome of the initial hazard assessment
Stand bye out of hazard area
Initial hand line uphill and upwind
When Determining size and placement of the handline with fog nozzle consider:
1. Proximity to access egress points for decon of team members and or victims
2. Protection of exposures
3. Run- off of the stream
4. Nearby sewers and drains that may be affected
Remain together as unit
May do CFR- D
Second arriving engine At hazmat emergency

responsible for assisting and coordinating with second ladder company to controllaccess to the site
Remain together as a unit unless otherwise ordered by IC which may include the following :
1. Assist first due
2. Site control
3. Evacuation
CFR-d IF NECESSARY
Third due engine at haz an top
CFRD IF NOT ALREADY ASSIGNED
At a large scale incident some tactical consideration may have to be adjusted if one of the first units on scene is a CPC OR SOC support company this units should
Not perform hazmat duties until additional companies come to control the ambulatory victims
Recommended guides used to identify hazmat products can be used as a initial guide
No last resort
