The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 was a restructuring of how assistance is offered to the poor. It instituted such things as Temporary Aid for Needy Families (TANF) and imposed a lifetime 5-year limit on the receipt of benefits.
