What is the procedure for opening GMC?
1.De-couple UHF 11 from 133.430 on AIR panel
2. Cross-couple 121.955 and UHF 11 on GMC panel
3. Inform VCR ATCA that GMC is open and ensure this is indicated on the ATIS
4. Move pending arrival flight strips to the far-right column of the GMC flight progress display
5. Move pending departure flight strips to the far-left column of the GMC flight progress display
6. Tower controller to give a full handover of the GMC position and traffic situation via the VCCS.
7. Transfer all taxiing aircraft within the GMC AoR individually to 121.955; aircraft about to leave the GMC AoR may be retained by AIR as agreed on an individual basis
8. Make a general broadcast on 133.430 that GMC is opening and all stations requesting start or taxi to make their next call with Ground on 121.955
9. Inform the Watch Supervisor that GMC is open, if not already aware
10. Annotate the watch log.
What is the procedure for closing GMC?
- De-couple UHF 11 from 121.955 on GMC panel, leave 121.955 audio monitored
- Cross-couple 133.430 and UHF 11 on AIR panel
- Inform VCR ATCA that GMC is closing and update the ATIS
- Move all pending strips to their original columns on the TWR flight progress display
- GMC to handover live traffic situation to AIR via the VCCS (an abbreviated handover of only the live traffic is acceptable unless GMC has information that AIR is unaware of)
- Transfer taxiing aircraft individually to 133.430
- Make a general broadcast on 121.955 that GMC is closing and all stations to make their next call with Tower on 133.430
- Annotate the watch log.
When should transfer of communication for aircraft and vehicles occur between GMC and AIR?
Unless otherwise coordinated, transfer of communication for aircraft and vehicles should occur after all allocated tasks have been completed, and:
* For departing aircraft – after passing Link J (Runway 01) or passing the Taxiway Bravo/Charlie intersection (Runway 19);
* For arriving aircraft – after passing the Taxiway Bravo/Charlie intersection (Runway 01) or vacating Runway 19.
In relation to departures, what tasks is the GMC ATCO responsible for?
- Issue start-up clearance and inform Radar ATCA (if required)
- Ensure appropriate meteorological information has been received
- Issue taxi instructions to runway holding point (via a run up area if required)
- Issue departure instructions, including SSR code if applicable, and clearly annotate FPS with instructions given
- Retain aircraft until ready for departure
In relation to departures, what tasks is the AIR ATCO responsible for?
- Request release from Radar (if required)
- Issue amended departure instructions (if required)
- Issue line-up/take-off clearance on Runway 01/19
- Pass airborne time to Radar
In relation to arrivals, what tasks is the AIR ATCO responsible for?
- Receive notification of the inbound aircraft from Radar
- Issue landing clearance on Runway 01/19
- Issue taxi instructions to A2 (Runway 19 – Taxiway A), hold short of apron (Taxiway F) or B4 (Runway 01)
