Satisfactory performance for past 12 months shall be considered for all transfers. Unsat. Performance may be cause for denial.

no, but will accept if probation period will end prior to closing period.
When are represented, non-uniformed employees allowed to transfer?
- permanent, full time status, in good standing
- both commands agree to transfer

They may transfer once during their probationary period as long as in good standing and both commands agree.
