GEN Chapter 4 - Procedures: Civil/Military ATS Flashcards
How do you dial a Swanwick Mil controller?
Dial 5 + role + sector number
What are the roles and assoicated numbers for dialling mil controllers?
1 - Tac left
2 - Planner
3 - Tac right
What is the sector number for Mil Central?
98
What line of the Mil TDB shows the controller ID?
Line 3A
What are the Mil Central controller ID’s?
L81 - Tac left
L83 - Tac right
How may OAT penetrate the ATS route structure?
- CFP
- Taking 5 (5nm or 5,000ft)
If OAT deviates off a CFP (laterally or vertically what is it assumed to be doing?
Taking 5 (CFP will then be cancelled)
What should be considered when accepting a CFP? (x3)
- Where GAT and OAT flight paths conflict, OAT is to be deviated to achieve separation
- When OAT has NDS status, GAT is to be deviated to achieve separation
- It is the responsibility of the Mil to carry out coordination with all relevant sectors when requesting a CFP
What is the procedure for granting an electronic CFP? (x2 plus 2x conditions)
- Planner shall assess the CFP request and inform tac (show crosser)
- Tactical shall tick the DOF box in the TDL
- If aircraft is subject to special status the CFP request is to be accompanied by a phone call
- If OAT is climbing or descending to a level, Mil controller is responsible for separation until CFP level is reached
How are Swanwick Mil able to cancel an electronic CFP? (x2 ways)
- A telephone call to the affected sectors
- By electronic use of the withdraw function (accompanied with phone call when workload permits)
Under what circumstances may FL990 be input as a CFL by Swanwick Mil? (x3)
- An aircraft has no Mode C and is climbing/descending to a level
- When traffic is released off the Swanwick Mil frequency without agreement to maintain a specific level
- Aircraft is operating at supersonic speeds and requires enhanced separation
What are Standing Coordination Procedures (definition)?
Agreement between Swanwick Mil, Warton, PC and LAC for Mil controllers to apply minimum vertical separation without the need for coordination
SCP can be used between what aircraft doing one of what 2 things?
Between subsonic aircraft up to and including FL450
- Crossing OAT above descending GAT displaying a 2-letter destination code
- Crossing OAT below climbing GAT displaying a single letter (or single letter plus number) intention code
What are the conditions for applying SCP? (x8)
- GAT is to be established within a UAR or the ATS route structure.
- Mil will identify GAT against which SCP may be
applied by recognition of the SSR data block. - Mil will monitor the GAT to ensure that it is
proceeding in the anticipated sense before applying vertical separation when crossing the CTA
or UAR. - Mil will ensure that the minimum vertical separation
is not based on anticipated rates of climb or descent of the GAT alone. If necessary they will
impose a ‘stop-off’ level to the OAT to ensure the minimum vertical separation is achieved. - SCP vertical separation minima of 2000’ is applicable if any of the relevant aircraft are either
non RVSM in RVSM airspace or above FL410 or are engaged in a task which precludes the use
of RVSM separation. - SCP is not applicable if aircraft are operating in supersonic flight.
- SCP is not applicable in the exclusion areas detailed in GEN 4.4.4.1.
- SCP may be applied against GAT when off route, when off route status has been granted.
What are the SCP exclusion areas (GEN 4.4.4.1)? (x2)
- In airspace where ATS have been delegated to an external unit
- Between DVR and KONAN
When shall SCP not be applied? (x3)
- If the GAT/ OAT experience any transponder unserviceability or if there is a CCDS
failure. - If an aircraft is in emergency and is squawking 7700, 7600 or 7500 (or has been notified to Military
Area controllers/BAe Systems Warton or civil controllers as having an emergency but retaining its
assigned code) - In the event of a system or workstation failure
What are the 3x autonomous Military radar units?
What are they authorised to do?
RNAS Yeovilton
Warton
Plymouth Military Radar
Authorised to instruct aircraft to penetrate ATS structure without a clearance from the sector
Do formation flights typically fly as OAT or GAT
OAT but may file as GAT when this is not possible
What is the procedure for formation flights inbound to the UK arriving as GAT? (x5)
- On receipt of an inbound estimate the LAC sector shall pre-note the
appropriate agency. The information passed is to include the squawk and estimate for the
FIR/UIR boundary fix. The military controller will then provide a new squawk and a frequency. - The LAC sector shall then ask the adjacent ACC to transfer
the formation flight directly to the military frequency. The adjacent ACC are not to be asked
to change the Squawk. - The military ATC agency accepting the formation flight will change the squawk once the flight
is within UK airspace. Appropriate coordination will also be carried out to enable the formation
flight to clear the ATS route structure as soon as practicable. - Where LAC has delegated powers to operate in an area of airspace by an adjacent state, the
military are unable to provide a service. The relevant LAC sector is therefore responsible for
providing a service within the area of delegation. - LAC sector staff may also elect to provide a service to the formation flight if it is deemed
appropriate for safety reasons. In such circumstances the formation flight should be
transferred to military ATC at the earliest opportunity.
When is GAT considered to be on route? (x8)
- Within the UAR structure or along the alignment of and within 5nm of the published Upper
ATS - Within a published ATS route above FL195;
- Within CAS below FL195.
- Within Reduced Coordination Areas (RCAs) when authorised
- Aircraft are following NTFSR.
- Within the North Sea Tactical Off Route Area (NSTORA) when authorised
- Within the Portsmouth Danger Areas when authorised
- Within the North Sea Reduced Coordination Area (NS RCA)
What is meant by quiet hours and who is responsible for granting it?
On route status is afforded to off route GAT outside the confines of the CTA structure at FL195+ when military activity allows.
It is granted by Swanwick Mil
What are the core periods for Quiet hours?
Midweek:
1700-8000 UTC (winter)
1600-0700 UTC (summer)
Also weekends and UK public holidays
Quiet hours procedure is subject to what conditions? (x5)
- May only be authorised or withdrawn by appropriate Mil supervisor, when no mil traffic is planned or is very light
- Remains the prerogative of Mil supervisor and may be withdrawn at any time
- Only in radar environment above FL195
- When in force the phrase “Quiet hours in force above FL195” is to be used and is to be displayed on SIS
- Into and termination of quiet hours is to be notified within the ops room
What is an NDS flight?
Non-deviating status. Flights may be afforded NDS status when time or profile critical tasks require it
