What are 4 main positions and responsibilities of a PNT cell?

A
  1. Primary Negotiator:
    Communicates with the subject
  2. Secondary Negotiator:
    Direct support to the Primary, Filters suggestions and FLYN’s from other PNT
  3. Team Leader:
    Manages on-scene PNT. Plans the negotiation and discusses tactics and demands with the Commander
  4. Log Keeper:
    Monitors the communications between Primary and subject. Maintains a log of communications

A

Situation Boards:
- maintains all information under headings for each aspect

PNT Capability Advisor / Co-ordinator:
- Provides advise in major high risk/protracted negotiations

Liaison - Tactical / Family etc:

  • Conducts interviews with possible TPI’s to assess suitability.
  • Interviews released hostages
  • Collects intelligence

  1. The subject must want to live
  2. A threat of force by the authorities:
    - Available
    - Vulnerable
    - Willingness on the part of authorities to use force
  3. Must be contained
  4. Communications between subject and authorities
  5. A negotiator who indicates a willingness to help
  6. Time (negotiations must not be rushed)
