Legislation

A

Parliament act 1949= can delay a bill for up to a year. E.g of acts that were delayed by the lords, war crimes act 1991 and hunting act 2004.
Revising chamber
Primary leg= laws that go through parliament scrutiny. Secondary= laws that don’t go through parliament scrutiny.
Salisbury convention= lords cannot block a bill from a winning party’s manifesto.

Scrutiny

A

Hol secondary legislation scrutiny committee looks at secondary leg and scrutinise it. Eg 2015 lords voted against a piece of secondary leg that would have reduced level of tax credits paid to low income families. This action forced the gov to amend the leg until it was acceptable to peers = identify flaws and encourages gov to improve q of sec leg by clarifying problematic ones.

Bo jo= life peerage act 1958 permitted the creation of peerages for life, cronyism zac goldsmith, jo Johnson, charlotte Owen.
Effective= since the removal of most conservative hereditary peers from the hol act 1999, no single party has an overall majority, allowing for a greater range of opinions and views to be represented , intent of the change was to diversify representation by reducing num of hp.
Ineffective= still 92 hp, life peerage act . Hol in theory only represent the interests of its own members as it has no formal constituencies to represent.
