We already have social services to weed out the bad situations. The license would stop minimal abuse
Licesning controls for risks in four categories
(1) out of ignorance
(2) physical or mental incapacity
(3) willful misconduct
(4) negligence/inability to exert self-control over behavior…
Frisch’s responses (flaws in licensing):
(1) knowledge of parenting =/= less abuse
(2) mentally/physically incapacitated rear children above or at minimal community standard
(3) testing does not offer NEW protection against willful wrongdoers
(4) licensing does not account for enormous stress
