Client Requitrement
Ensure the proposed question aligns with client information needs or gaps. Understand client rules and decisions through liaisons, public sources, and senior analytic management
Question crafting
Refine the language and structure of the question to mitigate bias and guide objective analysis. A good question doesn’t presume a specific outcome, allows for multiple answers, and is as expansive as necessary for the client.
Scoping
Develop critical subquestions that provide relevant context for the question and encourage inclusive thinking by using tools such as decomposition, categorical thinking (I.e. STEEPM) and POP. Determine the order of analysis for subquestions and what topics need to be researched.
