Summary of foreign policy between 1509-29
Henry wanted to assert himself and this was shown by his aggressive policy with France in 1512 & 13. However, financial issues meant he couldn’t sustain this and for much of the period to 1529 he had to achieve his aims through treaties and meetings

English Position 1515-20

Two young and ambitious monarchs, Charles I & Francis I came to power in Spain & France respectively, they had much more resources available to them than Henry.
England’s position was further weakened as Mary (previously married to Louis XII) married the Duke of Suffolk without Henry’s permission. This meant he couldn’t use her in the European marriage market
Peace between France, Spain and HRE left England isolated
Treaty of London
1518
International peace treaty devised by Wolsey.
Each nation signed individually with England, making Henry seem the focal point of diplomatic activity in Europe

1520
Henry met Francis I of France near Calais. The meeting achieved nothing of significance but cost a years income. England was at war with France a year later
War with France
England sent an army in 1523 to aid Charles, but he was more concerned with Italy and abandoned.
The invasion cost £400,000, a years income, and England was forced to make peace.
In 1525, Charles captured Francis. This inspired Henry to get Wolsey to raise funds so he could assert his claim to the French throne, but money could not be raised
Diplomatic Revolution
Treaty of Westminster and Amiens reinforced the alliance with France. England declared war with Spain in 1528, but France and Spain made peace and England was only invited to talks at the last minute, highlighting how they were still a fairly minor power
