No, while the The federal government could collect taxes of a direct and indirect nature, the provinces were only permitted to collect direct taxes.

To denounce the federal government’s interference in provincial matters with the power of disallowance, and to demand more federal subsidies.
What was the context behind the Métis Rebellions?
After purchasing the Northwest-Territories from the Hudson’s Bay company, the Canadian government divided the Red River area into townships for white colonists to settle without consulting the 10, 000 some Métis people living in that area.
Due to this injustice, the Métis people rallied under Louis Riel to fight back against the government in December of 1859.
What came of the Métis Rebellions?
Canadian parliament relented and passed the Manitoba Act, which created Manitoba and recognised the Métis people’s title to the land, as well as their rights to a bilingual provincial parliament and stated that their language and religion would be respected in Manitoban schools.
Why were the Métis Rebellions a point of contention in debates?
The Quebecois sympathised with the Métis, mainly because they, too, were French-speaking Catholics.
