Factors affecting how laws are made in Australia. Flashcards
The Westminster System
Monarch is the head of state; the upper house is the House of Lords and the lower house is the House of Commons.
Bicameral
Means “having, consisting of, or based on two legislative chambers”.
Nationally
All laws must pass both houses by a majority vote. Proposed laws are initiated in the lower house and then proceed to the upper house. The Governor General finally signs the law on behalf of the Crown (King of Australia – King Charles III). The role of the Governor General is to ensure the laws passed comply with the Federal Constitution.
In Victoria
There is a lower house (Legislative Assembly) and an upper house (Legislative Council). All laws must pass both houses by majority vote. The State Governor of Victoria signs the law on behalf of the Crown (King of Victoria – King Charles III). The role of the State Governor is to ensure the laws passed comply with the Victorian Constitution.
