unsuccessful attempts to reduce the legal rights of clergy as they still received a much lighter sentence in court

Cisneros implied discipline among Franciscans , Dominicans , with starting with a reform programme based on stricter rules of law and order
laity resented the changes
complaints the clergy were not deserving of their positions, led to bishops playing active role in govnemnt service
this then led to them not being available fo their dioceses or diplomatic and state of affairs
