There are three main layers within the meninges.

Where is the dura mater?
The dura mater, attaches to the inside of the cranial cavity and is the outer most layer of the meninges.
What is the dura mater made up of?
The dura mater is made up of fibrous, tough, white connective tissue and has many blood vessels and nerves.
Where does the Dura Mater extend to?
The dura mater extends inwards toward the brains lobes to form protective partitions.

Where does the periosteal dura mater extend to and what does it attach to?
It does not surround the spinal cord, and attaches to the inner surface of the skull.
What does the meningeal layer cover?
The meningeal layer actually covers the brain, continues as spinal dura mater in the vertebral canal.

Pia mater is bound tightly to the brain and its convulsions. Small ragged bits of Pia mater are briefly carried by small arteries entering the brain.
