Zimmerman note
When the Germans decided to resume unrestricted submarine warfare they sent a coded message offering an alliance to Mexico. The Zimmerman Note (Telegram) promised to return Texas, Arizona and New Mexico to Mexico if Mexico sided with Germany against the US.

Espionage Act
Provided a $10,000 fine and 20 years imprisonment for interfering with recruiting of troops or for disclosing information about national defense. Penalties established for refusing military service, resisting the law, advocating treason
