To check that they are working properly I would pull on it by hand.

It can’t move more than 1 inch with your foot off the brake.

The drum brake is not cracked, dented and does not have any holes.

The bolts are not loose or missing.

I would also check for contaminates such as debris, oil or grease.

Front Tire

The front tire should be no less than 4/32 inch in the major tread grooves.

I would move my hand over it to check that it isn’t worn unevenly.

I would also check the sidewall for separation, cracks, cuts or bulges.

I would check the tire pressure with a gauge. The sidewall tells me what the correct pressure should be.

Valve Stem

Rims

It should not have any illegal welds.

Lug Nuts

There are no signs of looseness such as rust trails or shiny threads.

Hub Oil Seal

The hub oil seal is properly mounted and secure.

It is not leaking, chipped or cracked.

The bolts are not loose or missing.

The cap is on tight. It is not leaking, cracked or missing.

I would check the sight glass to make sure the level is above the refill.
