Energy Emergency Alerts Flashcards
EEA Level 1 brief description:
Capacity emergency is imminent, Operating Reserves depleted
EEA Level 2 brief description
Load management is in effect but NO firm load reduction
EEA Level 3 brief description
Firm Load IS being interrupted
All available generation resources in use
EEA 1
Load management procedures in effect
EEA 2
Firm Load interruption is imminent or in progress
EEA 3
An EEA may be initiated only by a _________.
Reliability Coordinator
EEA may be initiated only by an RC at ______________ or __________
RC’s own request; upon the request of an energy deficient BA
An RC who declares an EEA shall notify all _________ and ___________________in its Reliability Coordinator Area
Balancing Authorities; Transmission Operators
The RC shall also notify all neighboring RC’s
The BA is experiencing conditions where all available generation resources are committed to meet firm Load, firm transactions, and reserve commitments, and is concerned about sustaining its required Contingency Reserves.
EEA 1
Non-firm wholesale energy sales (other than those that are recallable to meet reserve requirements) have been curtailed.
EEA 1
The BA is no longer able to provide its expected energy requirements and is an energy deficient BA.
EEA 2
An energy deficient BA has implemented its Operating Plan(s) to mitigate Emergencies
EEA 2
An energy deficient BA is still able to maintain minimum Contingency Reserve requirements
EEA 2
During EEA 2, RC and energy deficient BA’s have the following responsibilities:
Notifying other BA and market participants
The energy deficient BA shall communicate its needs to other BA’s and market participants. Upon request from the energy deficient BA, the respective RC shall post the declaration of the alert level, along with the name of the energy deficient BA on the RCIS website.
