she was fearful it would repeat itself and therefore she wanted to harder laws Ireland and make them conform to English rule.

- she established councils to govern regions on Munster and Connaught in order to anglicise the Irish government and have more control.

what was an outcome of the councils in connaught and munster?
minor rebellions break out but they were quickly suppressed, hunted down and executed. the land of the rebels executed were given to English settlers which caused further resentment and tensions.

they felt it was their duty to God to impose their religious protestant ideals on the locals.

- traditionally landowners in Ireland had to pay both English and Irish overlords.
- they had to pay English “cess” which was a charge for the troops who were permanently stationed in a town or fortress.
- they also gave money to Irish chieftans
- composition was transfering all this money just to english authorities
