1595 - they were ambushed by Tyrone’s army causing them to be forced to fight and therefore used the weapons that they were planning on bringing to help the besieged castle’s.

the humiliation at Clontibret caused the English to retake the garrison at Blackwater however QE felt the situation had reach a stalemate.

no by May 1596 the relationship had broken down due to Spanish and Irish negotiations of their own.

no, as his troops had also run out of gunpowder and weapons themselves.
what did QE offer Tyrone and when was this?
1496-98 Queen Elizabeth offered a truce to Tyrone - who agreed to pay for damages and stop demanding freedom of worship to Catholicism and to accept English rule. The English agreed to move their garrisons, and allowed Tyrone to control Ulster and arrest any rebels.
