A

Marian Exiles were unhappy with the leniency towards Catholicism and tried to put pressure on the Queen to crack down on Catholicism - lead to the 1563 39 Articles

All but one of Marian Bishops refused to agree to the Oath of Supremacy so she lost key figures and they were replaced with less suitable Protestant figures.

Why were concessions made to the Catholics

A

Major European powers like France and Spain were catholic so pleasing English Catholics reduced the chance of a rebellion funded by a forein power
The suggested heir Mary Queen of Scots was a Catholic figure head so concession were made to reduce the threat of Mary overthrowing her with the support of the English Public
The majority of the English population were Catholic so she needed to please them
Due to the religious changes in Marys reign the country had fitted back into Catholicism so another upheaval would of been unpopular.
Major figures like the members of the House of Lord and the Earl of Northumberland were Catholic and she needed their support to pass laws and maintain order.
