A
No free electrons to move and carry the current.

A
Molten or in solution as particles are free to move and carry a charge.

How can you see whether a substance is an electrolyte or not?
A
Put them in a circuit with a bulb, and if the bulb light up then it can conduct and it is electrolyte.
