- Supported by a further 12 who were required to assist where needed
- Decisions of Council made by majority
- Balanced between Protestants (Cramner, Hertford) and conservatives (Earl of Southampton and Lord St John)
- Noble families unrepresented
- Council did not last long as it delegated power to Hertford who was appointed Protector
