  • Made up of 16 members
  • Supported by a further 12 who were required to assist where needed
  • Decisions of Council made by majority
  • Balanced between Protestants (Cramner, Hertford) and conservatives (Earl of Southampton and Lord St John)
  • Noble families unrepresented
  • Council did not last long as it delegated power to Hertford who was appointed Protector
