Land Ordinance

SBE:

LBE:
- Superintendent serves as the ex-officio secretary to the local board and is hired by the local board

- Some are elected non-partisan
State Supt. vs. Local Supt. differences:
State Supt.:
- governor appointed
- partisan election
- organizing Department of Public Instruction
Local Supt.:
-Answers to NC General Assembly
- Hired by local school board
- records all proceedings of the board
Role of NC General Assembly:
- sets the legal requirements that must be implemented by the SBE and local boards
- sets the funding: SBE requests budget
- Provides supplemental funds to low-wealth counties
- Provides school funding accounts

State Funding:
- city council, federal government
- state income tax
- state sales tax
- lotteries
local funding:
- revenue sources
- property taxes

Leandro Case
- 1994 lawsuit from 5 low-wealth NC counties
- said State did not provide enough money for adequate education, WAS NOT constitutional
- NC Supreme Court ruled in favor of the plaintiffs, providing supplemental funding to low-wealth counties
Charter schools:
- public schools funded by tax dollars and cannot be operated for a profit
- by law must contain a special interest not available in traditional public schools
