Describe the different quintiles
- Quintile 1: catchment area of school consists of very poor community
- Quintile 5: very wealthy parent communities
- Quintile 1-3 schools: may not charge tuition fees – receive very favourable grant from DoE
- Quintile 4 + 5 schools: receive less favourable grant from DoE, but schools are allowed to charge tuition fees
- Allowance/grant calculated according to number of learners in school
