Macro Level
Who has the highest authority in the education system?
The minister of education.
What is the responsibility of the minister of education?
The minister of education has the highest executive authority of education policy formulation and implementation. The minister is assisted by bodies and functionaries.
What different roles do the bodies and functionaries have?
- In consultation with: minister needs confirmation to determine the education policy.
- After consultation: minister should consult with bodies but does not need confirmation to determine education policy.
- Advised by: may if necessary be minister may be advised by bodies on certain matters on their own initiative.
Who is the minster IN CONSULTATION with?
The minister of education is in consultation with the minister of finance before any education policy is formulated with different financial implications. This can be done via the budget framework or the specific interim arrangements.
What does CHE stand for and what is their responsibility?
Council of higher education. Have AFTER CONSULTATION with minister of education about matters of higher education. (Case of universities)
Who does the council of education ministers (CEM)consist of?
The minister of education.
The deputy minister of education and the provincial ministers of education.
Who does the heads of education department committee (HEDC) consist of?
The director general and deputy directors of national department and the administrative heads of the provincial departments of education.
Who is the minister of education ADVISED BY?
The national education and training council (NETC)
