- Stalin wanted to treat Germany harshly
- USA and Britain wanted to let it rebuild
decision was delayed till the next conference - Truman was less willing to comprimise after Rossevelt’s death

Low tension as Hilter still needed to be defeated

- Truman (USA) - They have an atomic bomb at this point
- Atlee (Britain)
- Stalin (USSR)
Agreements of Potsdam:
- Germany is divided into 4 zones of occupation (FR,BR,USSR,USA)
- Nazi party banned
- Holocaust prosecuted
- Germany would lose its army
- Size of Germany is reduced
Disagreements of Potsdam:
- Still couldn’t decide how to deal with Germany - Stalin wanted to compensate for all the Russians killed; Truman wanted Germany to be strong to prevent commusnism
- Truman wanted free elections
- Stalin wanted wanted to create a buffer zone to protect Russia

Increased tension
- Truman has an atomic bomb; Hilter was dead
