Understanding Defensive Tactical Techniques
What is the Tactical Options Framework(TOF)?
TOF is an operational guidance tool. It assists you to decide when,how, and at what level to use tactical options.
What is Perceived Cumulative Assesement(PCA)?
The PCA is your subjective assesemt, and continued reassesement, of an incident, using TOF/TENR, based on information known about the situation and the subjects behaviour.
The situation and/or your response may escelate or de-esculate more than once during an incident.
What are some of the information included in reaching your PCA?
- The number of subjects and constables involved
- Incident type, the location, time, and distance to incident
- Your abilities and the subject’s, physical size, strength
- Information about subject, emotional state, drugs.
- previous experience with subject
- Environmental conditions
What does TENR stand for?
- Threat
- Exposure
- Neccesity
- Response
It is a decision making framework used by Police to assess potential threats and determing the appropriate response in a given situation.

What are the components of the TOF?
- Officer presence and Communication.
Starts with your body language. Communication and de-escalation and escalation. - Tactical options (Response) and subject behaviour.

What are the levels of the Tactical Options Framework?
- Cooperative - Willingly responds when approached. - Officer presence and tactical communication.
- Passive resistance - Refuses verbally or with physical inactivity - Mechanical/Physical restraints.
- Active resistance - Pulls away, pushes away, or runs away - OC spray
- Assaultive - Intent to cause harm - Baton/Taser/Dogs/Weapons of opportunity.
- GBH or death - intent to kill or harm - Firearms and other force with serious implications
