S23(2) misuse of drugs act 1971
If a constable has reasonable grounds to suspect that any person is in possession of a controlled drug in contravention of this act or of any regulations made under it, the constable may;
Search that person and detain him for the purpose of searching him,
Search any vehicle or vessel in which the constable suspects that the drug may be found and, for that purpose, require the person in control of the vehicle or vessel to stop it,
Seize and detain anything found in the course of the search which appears to the constable to be evidence of an offence under this act’
Class A, B, C Drugs
Class A:
narcotics (opium, morphine, heroin)
Stimulants (cocaine and its derivatives)
Hallucinogens (LSD, ecstasy and fungus)
Class B: Amphetamines (speed, pep pill) Barbiturates (codeine, ethyl morpheme, methaqualone) Cannabis Mephadrone
Class C:
Barbiturates not covered in class B (diazepam, temazepam, benzodiazepines)
GHB (gammahydroxy-butyrate)
Anabolic and androgenic steroids
S5(2) misuse of drugs act 1971
Possession of drugs
‘It is an offence for a person to have a controlled drug in his/her possession without lawful authority’
S4 misuse of drugs act 1971 - supply controlled drugs
‘It is an offence for any person unlawfully to supply a controlled drug to another, be concerned in the supply of such a drug to another, offer to supply a controlled drug to another, or be concerned in the making of an offer to supply such a drug to another’
S5(3) misuse of drugs act 1971
Possession with intent to supply
‘It is an offence for a person to have a controlled drug in their possession wether lawfully or not, with intent to supply it unlawfully to another’
S4(2) misuse drugs act 1971
Production of drugs
‘An offence for any person to unlawfully produce a controlled drug or be concerned in the production of a controlled drug’

Cultivation
‘An offence for any person to cultivate any plant of the genus cannabis’
‘Cultivating’ - doing something to help it grow (watering, feeding, lamps etc)
A1 ASB act 2003
Closure of premises due to use of controlled drugs (for up to 3months)
‘If a police officer not below the rank of superintendent has reasonable grounds for believing
A) that at any time during the relevant period the premises have been used in conjunction with the unlawful use, production or supply of a class A controlled drug and
B) that the use of the premises is associated with the occurrence of disorder or serious nuisance to members of the public
Then that officer may authorise the issuing of a closure notice’
