Why are anti doping strategies effective

Harsher punishments such as returning earnings or losing titles are effective as it acts as a deterrent for athletes
Why are anti doping strategies not effective
Reaching athletes in training camps abroad is difficult making random testing challenging to conduct
Drugs and masking agents are constantly being developed meaning cheats are usually 1 step ahead of authorities and testing isn’t always reliable
Some countries aren’t signed up to WADA guidelines making the approach inconsistent
Athletes and coaches exploit loopholes in the regulations
Potential rewards may be too tempting for some athletes to resist and win at all cost attitude become prevalent
Some drugs can be taken accidentally so athletes can claim innocence
