- someone who enters/stays in UK without documents required under immigration regulation

Who has a primary healthcare entitlement?
A
- nationality and immigration status not relevant to GP registration
- anybody in England may register with GP
- cannot refuse someone because they don’t have ID/address

A
- depends on immigration status
- undocumented migrants charged
- charges must be paid before treatment
- urgent treatment can be done before charging

- lifesaving
- will prevent condition becoming life-threatening

A
- cannot wait until they leave UK
- consider pain, disability, risk of delay
