  1. 2.1.4.2.2.1. National Stock Number (NSN).
  2. 2.1.4.2.2.2. If no NSN, use NDC.
  3. 2.1.4.2.2.3. If no NSN or NDC, then use Universal Product Number (UPN).
  4. 2.1.4.2.2.4. If no NSN, NDC, or UPN, then use the MFG‘s Part Number.
  5. 2.1.4.2.2.5. If none of the above, use the Vendor‘s Catalog Number (VCN).
  6. 2.1.4.2.2.6. As a last resort, assign a local (LOC) item ID.
  7. 2.1.4.2.2.7.
