A

A

France had trade relations with the USSR. The West accepted the Soviet status quo in Eastern Europe, and the Soviets accepted that Human Rights were of a universal concern.

A

Carter didn’t change much. He followed an inconsistent foreign policy. Carter thought the arms race would ruin the Soviets, and continued to push the Human Rights agenda, while increasing military spending.

1978 - Communists took power in Afghanistan, with no expansionist ideological intention behind it.
Carter was called out on being soft and so he went ape shit.
1997 - The Soviets deployed 20 nukes in Europe
Brezhnev was reliant on drugs by the 70s and was breaking won.
