SDLT - where did the SDLT data come from?

A

HMRC

The SDLT transactions came from HMRC. The forms are submitted to HMRC by a purchaser or lessee when a parcel of land is sold or let for more than 7 years. HMRC then forward this data over to the VOA.

Called Land Transaction Tax by the Welsh Revenue Authority

SDLT - what information from planning portals did you cross reference the data with?

A

Information such as whether planning permission had been granted eg detailed planning permission, hope value only, planning permission but not known whether outline or detailed, outlined planning permission, suspended planning permission

SDLT - what information did you record from the SDLT data to provide comparable evidence?

A

The usage of the land, eg development or agricultural then what type of development and what type of agricultural eg arable or pastora.

From google, tram lines in ground can indicate agricultural machinery for crops and can often see cows etc on the pastoral land, different shades of green, little white dots that are shelters for pigs and sheep.

Paddock land is typically less than 10 acres with post and rail fence to keep horses in.

Amenity land, typically less than 10 acres, rough grass land or woodland sometimes with stream running through.

Checked Agricultural Classification Index for the grade of the land, which is colour coded for the grade of land. Soil quality?

The size of the land.

Whether there was planning permission on the land.

The flood risk of the land.

Considered whether the transaction was likely to be connected parties eg same name or business, suspiciously low transaction

SDLT - what is contained within the VOA central database?

A

Transaction details eg amount and parties, size of land, type of land, whether there is planning permission, whether there is a flood risk.

A

Secured by limited user log ins, password protected which must be updated frequently.

Maps and Plans, Doncaster - tell me about the virtual mapping system that you used?

A

It is a geographic information system with different layers which include Ordnance Survey Maps, aerial imagery, and land registry sales data.

Helped me to look at the size, location and quality of the land.

Maps and Plans, Doncaster - how was flood zone 1 indicated on the flood map?

A

The key indicated that the site was in flood zone 1 with no colour, flood zone 2 would be light blue in colour and flood zone 3 would be dark blue in colour.
Orange line indicates flood defences

A

Using a combination of upper case, lower case, and numbers and changing it regularly.

I keep them in a locked drawer in my office and take them back to the office when they are no longer required so that they can be securely disposed of using the official facilities.
