Rule 905 Compulsory Stop Protection definition
Compulsory Stop Protection (CSP) is a system for protecting trains/rail vehicles from entering planned Work Areas using a series of boards.
Compulsory Stop Protection can be used for:
Work that involves breaking the track; or
Work that will interfere with the safe operation of train, e.g., welding, rerailing, maintenance with heavy tools and/or equipment.
R905 CSP Establishing Protection
Before work starts the following steps must apply:
Contact Train Control to establish no trains are closely approaching.
Erect Advance Warning Board 2000 metres in advance of the outer limits of the Work Area.
Erect Inner Warning Boards 1000 metres on advance of the outer limits of the Work Area.
Erect Compulsory Stop Boards 500 metres in advance of the outer limits of the Work Area.
Erect Work Area Begins boards at beginning of the Work Area.
Whistle board
Inner Warning Board, sound whistle, prepare to stop @ CSP ahead. Located 1000m in advance of the outer limits of the Work Area.
Advance warning board
Advance Warning Board:
Caution prepare to stop @ CSB ahead.
2000m.
Compulsory Stop Board:
STOP, obtain authority from RPO to pass the CSB, sound horn before proceeding.
500m.
Work Area Begins and Ends Boards:
Indicates the boundary between Work Area and Safety Buffer Zone.

Passing a Compulsory Stop Board
Trains and Rail Vehicles MUST stop at CSBs, once stopped they must:
Cross check the call sign on the board with the DIB.
Contact the RPO shown on the call sign board requesting authorization to pass the CSB.
Once the RPO has confirmed that all personnel are in the Safe Place and machines are clear, authority to pass the CSB may be given.
Operator will then pass the CSB and comply with the instructions of the RPO.
Note: If the CSB is at a controlled signal, the RPO will call TC to clear the signal to a proceed.
Removing Protection
When work has finished, and all personnel and machines/equipment are clear in the Safe Place, to allow safe passage of the train/rail vehicle the following steps apply:
Contact Train Control to establish no trains are closely approaching.
Remove Work Are Begins and Ends Boards.
Remove Compulsory Stop Boards.
Remove Inner Warning Boards.
Remove Advance Warning Boards.
Compulsory Stop Boards at Controlled Signals
The Rail Protection Officer establishing the protection must:
Communicate with Train Control.
Arrange for the signals to be held at “Stop” to prevent confusion.
The Train Controller must:
Apply Blocking to the signals being held at “Stop” until advised by the Rail Protection Officer that the line is clear and safe for traffic to proceed.
After each movement, the blocking procedure for the signal must be reinstated.
Eprotect
Application of Eprotect:
Eprotect will be used to support Rule 905 Compulsory Stop Protection only.
Rule 905 Compulsory Stop Protection will remain the primary method of protection.
Eprotect is a supplementary method of protection. This means it is only intended to be used to intercept any train that overruns a Compulsory Stop Board.
Eprotect capability will only be available on all DC, DF, DX, DL, and EF class locomotives (in the lead position).
