More travel - harder to keep track of people.
Larger towns - easier to avoid being caught.
Poverty - stealing to stay alive.

Areas of coast so large - impossible to cover.
Public opinion - people wanted cheaper goods, so turned a blind eye.
Smugglers not afraid of customs officers - travelled in big groups, had guns, officers were afraid.
