Employer recognizes Union as the exclusive bargaining agent for all employees “Employees” of the Tulsa Fire Department except:
- Cadet Firefighters, Cadet shall be defined as any employee of the Tulsa Fire Department who has not satisfactorily completed his/her initial phase of training and is currently attending the Tulsa Fire Department Training Academy;
- Civilian Employees;
- The Fire Chief; and
- One Designated Administrative Assistant.

Employees may be granted semester length educational leave with pay to attend courses at local accredited institutions provided the following conditions are met:
Such leave shall not require more than three (3) hours away from the job in any one day, nor more than six (6) hours in any one week.
The specific course work is not available at any other time or institution which would allow the Employee to participate outside normal working hours.
Such leave shall be subject to approval by the Fire Chief who may, at his discretion, require full or partial makeup of time spent away from the job.
