What happened in Philadelphia
53 delegates met in absolute secrecy in Philadelphia during the summer of 1787 they met in Independence Hall and on average there were about 30 delegates there every day James Madison was the only delegate there every day
Virginia plan
Proposed by big states the lawmaking body was bicameral (2 houses)
One elected by the people in the number of congressman and it was determined by state population
the other was elected by the first house
New Jersey plan
Supported by smaller states
Lawmaking body was unicameral (1 house)
Based on E quality in each state would have the same number of representatives or votes
The great compromise
Combination of both plans with your lawmaking body bicameral congress
- Number of representatives would depend on population this was called the House of Representative
- Each state would have two representatives this was called the Senate
Issue of slavery
Became an issue with population. In the south, slavery made up one third of the population and the south wanted them to count in their population so they would have more votes, slaves however couldn’t vote
3/5 compromise
They decided to count to 3/5 of the total number of slaves as a population five African-Americans equal three rights but slaves still could not vote

The goal was to revise the articles of Confederation and it was quickly decided to replace it
