What was the Constitutional Convention?
1787, appointed delegates from all states except Rhode Island met in the same room where the Declaration of Independence had been signed. Their job was to frame a Constitution for a federal republic that would last.
Why wasn’t Rhode Island at the Constitutional Convention?
They boycotted because being a smaller State they benefited from the Articles more
Roger Sherman’s Great Compromise
Bicameral legislature to satisfy needs of both large and small states:
- Senate with equal representation (2 from each state)
- House of Representatives with representation based on population.
⅗ Compromise
- When counting population 3/5 of a state’s slaves count for representation.
- Congress agreed not to interfere with the slave trade for 20 years.
How does the Electoral College work?
Each state gets a number of electors equal to the number of Representatives and Senators the state has in Congress.
The electors cast the ballots for the candidates.
What is Federalism?
Granting certain powers to the national government and leaving others to the states.
