Explain why you refused to advise the contractor of the lowest tender submitted.
- it would provide the contractor with an unfair advantage; it would not be open and transparent as all contractors submitting tenders would expect to be treated fairly and on equal terms and I would be divulging confidential information without consent.
Explain how you deal with tender queries to ensure all contractors are dealt with fairly and equally
I would answer back to all tendering contractors without revealing the names of the contractors raising the query.
Would you meet with a contractor on site at pre-tender stage to discuss queries they had identified with the specification/tender documents.
Yes, but any information disclosed would then be issued to all tendering contractors as tender queries or addendums. See RICS Guidance note Tendering Strategies 1st Edition

Mid-tender meetings or interviews are acceptable, particularly on-site, so long as any information revealed is formalised and issued to all contractors to ensure everyone is provided with the same information. RICS Tendering Strategies 3.9.4 Mid-Tender Interviews
