  • britain didnt have conscription prior to the war and therefore had to use propaganda to persuade men to enlist in the army and justify the war to the civilians.
  • conscription instituionalised in Germany sice 1871, allowing focus on other issues, such as atrocity stories of Britain, than recruitment through P and censorship.
  • Britain justified conscription by exempting specific people and conscioustess objectors, whilst Germany used P to convince soldeirs to join the army and soften attitudes towards conscription.
